What to do about an unfair condominium association?

My condo association has always paid for windows and doors replacement. Windows in 50 units (out of 112) have been replaced. Then the association put it to vote whether to replace the remaining windows or raise fees. Since almost half the units were done, the association had an easy majority and won. The remaining unit owners will have to pay for their own windows and doors. On top of that, the association has no records of whose windows were replaced. What can be done about such unfairness? Thanks.
